Burnaston Parish Neighbourhood Plan Call for Sites - Resident Notice

As you are aware, Burnaston Parish Council is preparing a neighbourhood plan. Thank you to all of you who attended the open event and completed a questionnaire recently.


As part of this process, we are considering taking advantage of new Government powers which ensure that the policies in the neighbourhood plan remain active and will continue to be used by South Derbyshire Council to determine planning applications in the Parish, even in circumstances where the Local Plan cannot offer any protection.


The extra powers available to the neighbourhood plan would apply where South Derbyshire Council cannot demonstrate that it has sufficient new homes to meet its independently assessed need over a period of 5 years. Whilst this is not currently the case, there is no guarantee that this will continue to be so in the coming months and years.


To take advantage of these powers, and to help meet local housing need and support local facilities, the neighbourhood plan is considering allocating land for small-scale, and locally appropriate residential development within the Parish. This may, for example, be for bungalows to meet the needs of older residents, or small family homes for young couples. We are looking for small sites of up to around 5 dwellings in or close to the built-up area of Burnaston to help achieve this.

This is separate to the Local Plan allocation of around 2,500 dwellings in the Parish, but a small number of well-designed additional dwellings in a suitable location which help to meet a local need can provide significant protection against further unwanted large-scale development.


Before the Parish Council decides about whether to allocate a small site in the Neighbourhood Plan, it is contacting all landowners in the Parish with land close to the built-up area to invite expressions of interest for small-scale and well-designed development which is in keeping with the character of Burnaston Parish. If you know of any local landowners, we would be grateful if you could bring this notice to their attention so that we don’t miss anyone out. If you are a landowner yourself and are considering developing a part of your land for small-scale housing, then please let the Parish Council know by sending your completed questionnaire which can be accessed via the Burnaston Parish website to the following email address: obottomley@burnastonparish.co.uk by 21st November 2025 to enable us to gain the insight and information we need to make our recommendations.


Once this exercise has been completed and we understand better the aspirations of local landowners, we will consider whether to formally assess each site with a view to making a small-scale allocation of the most suitable site through the Neighbourhood Plan. It remains a possibility at this stage that no suitable site will come forward and if so, the process will not be taken any further.


We will let you, as residents, know how this process unfolds in the coming months and you will have further opportunity to comment on this and all Neighbourhood Plan policies prior to finalising the document and submitting it to South Derbyshire Council.
